As far as I can tell, it's cheap because they have to find people that are willing to put up with the large Scattante decal on their downtube. Plus its an end of the season sale, trying to get rid of the excess stock. Plus it has Tiagra components. I doubt it's any lighter than your OCR1.
That said, I ride the CFR Race (same frame, ultegra components), and I enjoy it. It's pretty much the same frame as a Pedal Force ZX3, if you want to read some other reviews on the frame.
