Not common but I've seen people on beach cruisers and coaster brakes break 10mph on downhills easily. And I'm positive they can't stop in 15ft at 15mph. But besides, police will probably not go after people on beach cruisers regardless of how many laws they break. I'm not going to fuel the endless brakes vs. brakeless debate but I do find it surprising that only one reply to the original velonews letter addresses the bike registration issue. I think this is much more important topic to be discussing...
