I used a similar rack, maybe even the same, for 4 years and had no trouble at all. Very solid. I do recall trimming off one of the tabs on the top of the rack as it interfered with pannier hooks. At that price, nothing to lose.
Oh, anything not powder coated will rust-nuts, p clamps mainly. Clear coat.
