Maybe we are a team in appropriate size...I'm 6'9" and my stoker is 6'2" and we are satisfied with our '08 C'dale Road Tandem in Jumbo/Large. Of course I had to replace the seat posts (and also the handle bar to a wider one). The stoker seat post is now a Cane Creek Thudbuster in XL, but this shouldn't be necessary for your stoker ;o)
In my opinion the top tube length is the most important sizing detail, shorter seat tubes are not a problem.
