Yeah, cities are trying to ration their snow removal budgets so they don't run out of money like they did last year (and I believe the year before too). In an effort to save a buck, some goofballs in city government use a nice, mellow year as their baseline for budgeting snow removal, rather than using a typical year, and then consider any year that is typical or worse as an aberration and don't adjust their budgets accordingly.

IMO, if one happens to be one of those Utopians who want a world with less cars, smaller governments etc., you'd best be learning to ride in the snow or developing an alternative form of winter commuting.
