powerintervals question

I've started a new training program a few weeks ago but I had one question...when I'm doing powerintervals I was wondering if I could replace the whole spinning at 110 for a cadence and instead just do hill intervals at like 60 or lower for a cadence, if the point of powerintervals was to increase your VO2 max then wouldn't that be doing the same thing since your heart rate would be way up there on the climbs as well, and considering that I live in new england there are very few flat roads that I can ride on at 3 miles at a time without getting to some sort of a hill.
