if you want a cheap bike that'll get you on the road right away, then i think the timeline is a good choice.

if you're looking specifically for a frame to build around, i would start with something nicer.

that said, it's up to you if you want to gradually put nicer parts on that frame. i mean, regardless of the frame, nicer parts = nicer bike overall.
