One thing to check out on a DL-1 is the brakes. With rod brakes, radial true is crucial. If it is out there will be a lot of pulsing going on (the brake shoes contact the inner surface of the rim, not the side). That said.... passing on the Chicago bike was a good move. I tripped across this one for $30 a year and a half ago.
