Check with this guy if your serious. He has a great deal of experience of building and providing plans for economical velodromes so if you have the manpower and space, it doesn't need to cost all the much. I have ridden on several, and even if they are built on a shoe string, it's all still the same and a still a hell of a lot of fun.
