Yep. The huge headwind on the back straight makes everyone sit up and duck for shelter, and the tailwind on the front means low wattage even at 40 mph.

I'll agree it's the racers that need to set the pace, but a well chosen course will encourage a fast race.
That's what I never understood about So Cal. Some of the biggest races are on the crappiest courses. LAX, Manhattan Beach, Lake Los Angeles.
