I been riding 23's for 15 years, at 220-250. Never had tire pop off the rim.

Not since I realized that one must check the line around the bead of the tire is consistent with the outer cirumference of the rim after installation. I've had buds pop tires off (150 lb rider) cause he didn't seat it correctly.

I did have one bud destroy a rim when he mounted a cheap $12 tire! The sucker exploded and separated at the seam! I wouldn't use anything that cheap.
