Based on your stated usage, neither the Moto Track or Kilo TT would seem to be very good choices. Both of them have tight track geometry and come standard with very tall track gearing. Perhaps you need to step back, and reconsider your basic choice. Something like a Dawes SST might be a better choice, for example.
Yeah, dont get a true track bike if you are riding on the road. Get a single speed road bike with more appropriate geometry and gearing.
That being said I have one of the Motobecane frames, fantom cross uno, which has the same geometry as the one you are looking at and I like it fine. in fact all of the new Motobecanes have the same geometry. I use it offroad all day long and its a nice solid frame, fairly comfortable and not too heavy for a cheap steel frame. I'd keep it, just my oppinion.
