Campy Skeleton Brake mounting question?

I am building up a new-to-me De Rosa aluminum frame with Campy Record 11 components. I installed the brake calipers last night, but found I had to use a long 5mm nut for the front brake, and a short 25 Torx bolt for the rear. Campy supplies a medium length 5mm allen nut that is too long for the rear.

It doesn't sit well with me that I would need two different tools to work on the brake calipers. Is this the norm?
