You shouldn't need a 61 at 5'9" unless you have very long legs and then the top tube would be a bit long. But if the shop doesn't offer a fitting and you don't know what size frame fits you then find a shop that does offer a fitting. Different manufacturers use different fame sizing. My Jamis is a 56 and my Lapierre is a 49 CM. Stand over isn’t like it used to be because so many bikes have sloping top tubes now. Giant tends to list their frames as Small, Medium, Large and Extra Large. So suggesting what size frame you need would be a ball park guess at best. Find a shop that will fit you and then pick a frame. If I had to guess I would say the 58 would be closer than the 61.
I didn't think so either a 61 is quite a big bike but I could fit the stand over clearance of the top tube the bike had a stright top tube a women there fitted me, I have a 33 to 34inch inseam is that really long for a 5' 9'' guy? I thought it was average.
