Some carbon bard have a flat 'handle' shape built into the bar top, and most of the people I have seen with these do not tape the handle portion... but some of them do.
My recommendation: Try taping only to the bend first... if you think you would prefer having tape on the top, tape it too... it's your bike, so do what you like.
