Looks like a crash victim to me. If you are patient, you really need to strip off those shifters (assuming they work) and sell them separately. Then pick up some DT shifters and return the bike to what it was. Then I would have that fork powder coated to match the bike. No way you are going to get value out of that bike with that goofy red fork. If you could luck out and find a color matched fork on ebay, great.

Check for ANY damage to the top tube and down tube, the classic rippling which occurs from a collision. That front wheel is awfully close to the DT.

Looks like a 22 1/2 inch bike to me, double check that tape measure.

The difference between all the 61x models from 1981 is the components. So just compare those parts that are original. Not sure much on the bike is original. Crank is wrong, RD is wrong.

So you have it identified correctly.
