Devcon epoxy should be perfect. The kevlar should work too but is not as stiff as carbon plus there is the matter that kevlar is yellow and will need to be painted if you don't want the repair to stand out. Carbon tape or fabric (cloth) would be better if you can find someone who ships to your country. One foot of this stuff would work.
