Klein Fg/ss

So I was considering converting my Klein Fervor into a fg/ss. But I wanted to put 700c wheels on it. The only problem I am having is that the brakes don't line up with the rims.

Is that even possible to do? Should I just keep my 26" wheels and put 1.3-1.5" tires on? I do have a set of low spoke Rolf rims from an old old Fuel mtb that got wrecked.

Also, do you think drop bars would be OK on this frame? Would it be comfortable as a commuter or would I be too cramped, it seems to be a compact-ish frame.

I am trying to decide if I should convert this frame or just buy a complete bike. I don't want to spend several hundred on the Klein only to find out that it wont work as planned. But I guess in the end I would just have a sweet light fg/ss mtb.
