Can I use skewers with horizontal dropouts on a SS?

I'm buying a Surly Cross Check frame for a single speed build. The issue I'm having is the wheels I will be using have hubs with a cassette freewheel that use tradition road skewers I will be buying a conversion kit for the cassette but the Cross Check has horizontal dropouts so I was curious if I will be able to use the road skewers. I'm concerned whether they will be strong enough to keep the wheel in place. If not, is there something I can buy that would convert it to an axle bolt?
