With that position, I'm not surprised. You're probably putting way too much weight on your arms trying to stop yourself from falling forwards. Make your saddle level and I bet the problem will go away. If you still have trouble, raise your stem up to the minimum insertion point. Those two things should make the bike rideable, but it looks like the frame is too big for you.
