Probably a fine riding bike but not worth the price.

Good simplex seatpost and possibly luxe comp hubs.
Slight corrections:
3 main tubes of butted 531 steel
Simplex SX mechs; they work well and are much more durable than earlier Simplex mechs.
Model is from 1979/1980 period.

I agree, very questionable fork. Value with a decent fork is in 200-300$ range.
