As far as bottom brackets go, no they are not all universal but most are.

www.velomine.com . I don't know if there is anything wrong with the ones you posted but I didn't see any mentioned of the brand of hubs or rims so thats generally not ideal. Velomine has prices similar to that on good sets.
As far as the rest of the stuff... I'm not sure about your estimates for prices. If you are buying anything new I'd expect to pay a bit more.
