There are several ways to get almost-bullhorns. One is to shop around for a pair of longish barends, another is to look for so-called brahma bars(basically a MTB bar with bar ends integrated.)

Well, if you have enough steerer tube there's no trouble at all stacking two stems on top of each other, and then using the lower one to attach a cut down handlebar.
