Hi, Before you took the shifters off they were even with the top portion of the bar to the top of the lever body. You can move them up as far as you want however this spreads the distance between the lever and to handlebar reach on the bottom portion of bars. I use a straight edge on the bottom of bars and to the lever and the lever is about 1/2" below straight edge. So I usually make it level with straight edge instead of below it. This also changes how much flat surface area you have on the h/bars and hoods, but it is still riders choice. have fun
