Why not just try to find another stem that fits your needs and keep it mounted to the El Toros?
The stem's fine, its the fact that the El toros taper to 23.8 and thats too small of a bar diameter for the aerobars to hold onto, and a shim that size doesn't seem to exist anywhere. Sorry for the confusion.
