You might try older European CrMo stems. I slapped one on mine.
Probably 74-75 degree instead of 73. But it might do you nothing because track frames have steeper column angle anyway, right? This one works like a charm on mine. Totally horizontal.
P.S. Why bother changing it? I think that Cannondale looks good. Getting a longer Technomic is easy too.
