Ok I found the answer.

The easiest way to attach the problem is to use a head tube in any material with an internal diameter of 43.5 mm and use a semi integrated headset press to it. Some of these headsets have 44 mm cups.

Second option, find a head tube in carbon with an ID of 1.495 inches and epoxy a paragon titanium insert they sell that allows me to use any semi integrated headset.
