Well it seems the same everywhere. Does Idaho really have language about it on the books? I'm not sure I would want to see that. I would trust myself and most responsible adults to slow down and proceed when it's safe (after all that's what cars do also), but I'm sure how comfortable I would be with telling a 14 or 15 year old that he could "ignore" stop signs.
