+1 regrading wrk101's comments on the internal cable routing. Also, the missing fork also increases the possibility that the frame has been crashed. If you decide to pursue the matter, carefully inspect the area immediately behind the headlugs for cracks in the paint and ripples in the metal itself. Avoid a frame with any actual ripples or other visual distoration of the metal iteslf. Cracked paint is signs of a crash, but provided there are signs of metal distortion the frame is sound, though it may require alignment. Finding a fork is not a big deal, unless you absolutely have to have an OEM fork.
