Until you DO need to hit your brakes. You don't know why you might have to brake, it could be bumper to bumper traffic, a pedestrian, anything. Why not just let the person go around? Far easier.

Secondly, if someone follows too closely they have already demonstrated they are a poor driver to be avoided. Just like someone who is weaving around or exhibiting other dangerous behavior. let them have room and stay away.

(edit: oh the passing lane is a different issue entirely, No one is advocating slowing others down while you are in the passing lane)

Three times someone not been paying attention and hit me from behind in stop and go traffic. And never once did I "slam" on the brakes, just normal braking.
