I know you can get a touring frame and fork cheap from Nashbar but the only thing is, you'd have to contact them to find out exactly what deal they're offering now. Sometimes I read they're selling the touring frame with the fork, sometimes it's not combined with the frame. Anyway, it's just an idea. I know chainreactioncycles dot com also has various frames on sale and the shipping to North America is cheap despite them being in England.
