Try to contact Janette Sadik-Khan. The woman who's responsible for putting up all the recent bikelanes and urban parks to begin with. There was an esquire piece on here in this month's magazine and can also be read online:

if anything according to the article (and my actual experience) she literally just circumvents red tape buy putting up those bike lanes on the cheap (example just paints in the new bike lanes) for trial/experimentation purposes - until they stick. plus she'll have all the safety numbers to back up any attacks against stupidity (people in their cars who think they actually own the road).
i remember the union square park/bike lanes and the prospect park drive lanes just kinda popped up and people started to instantly use them - and anyone who tried to complained looked stupid standing on a perfectly good lane with bike riders already using it.
