They make it too easy to get and keep drivers licenses because they know people wil drive whether or not they have one. The penalties for breaking the law have to outweigh the benefits. Otherwise, people will just risk it.
And the willingness to enforce those stiffer penalties has to be in place, as well. It's tragic that, when stiffer penalties are on the table, our system of jurisprudence (I will NEVER call it 'justice' again) breaks down in application.
