Beats me, and the picture was no help, but...how hard can it be? I've never heard of a "locking" kickstand, but it occurs to me that it was designed to hold securely when you need it and fold up easily when you don't...IF you know the secret. You don't, but it isn't likely to be very complicated. Sit and look at the thing awhile. Ponder it. Move it as far as you can and try to figure out what's holding it back. At some point you'll realize what locks into what. I'd guess, on the basis of no evidence at all, that something slips past a detent and falls into a hole or notch, and that leverage on something in some direction will release it, and you'll slap your forehead and say, "Oh, duh!"
If not, get a hacksaw and cut the sucker off.
