I'm thinking that the Step Thru frame is the way to go when the snow is in the way. They make for easy mounts and dismounts, especially when some of the dismounts are 'unplanned'.
I've got a Schwinn trike wth 24" wheels that may resolve a lot of the 'tipping over' issues associated with snow commuting. I hope to get a chance to try it out sometime soon.
