Firstly,
A mountain bike is totally different to a track bike, its wheel size, handle bars , crank lengths, frame angeles etc are designed specifically for riding over much harsher conditions tha a track bike and thus are much heavier and less responsive to quicker riding than a track bike.

As long as you have a screw on cluster on your MTB, you could put a sprocket on that will give you th same sensation of "spinning" as a track bike as your pedals will be fixed in with the motion of your wheels (fixed wheel). Changing hubs to a track hub will leed you too also having to put a longer axle in the standard track hub as mtb and Road hubs are wider to accommodate the cluster.

please note that track bikes do not have brakes, this stops riders from slowing up too soon when other riders are on the track and helps prevent accidents. If you do partially convert your MTM into a track bike with a fixed gear you must also disable your brakes too so that you do not cause accidents with other riders
