I'm pretty sure that you won't find any facts here, only conjecture. My guess is that the average cost of frames in the USA has risen slightly, as happens constantly. Whether this has anything to do with a war, and how it applies directly to aluminum frames versus other types, I have no idea (and I'm not sure that anyone else here does either).
My nagging suspicion is that since aluminum smelts at a lower temperature, the cost of fuel would have little effect on the end consumer. Most processes would use coal fired furnaces for smelting in metallurgy. Carbon and composites might go up slightly in cost, since their processes use petroleum based polymers as a structural matrix. Steel might also have risen a bit, since steel seems to be the choice of commuters. All might have risen a bit too, due to the increased costs of transportation from Taiwan, where they all seem to be made nowadays.
