Right, I think it was Don Walker who said the tubeset in China was like 10 bucks. There are some rides where a quality but otherwise bland tubeset would be a good deal. The lugs for some of our best bikes are already coming from China. I don't know what people would say, but where I have seen through to prices in china, Wholesale is like 5% of US retail, which is a huge difference between what it is over here where it is 50-80% Which is in effect higher still since the retail price for chinese stuff is lower. While it only makes sense to use the best stuff in a custom build, at the same time, it isn't the tubes that are custom, it's the workmanship.
