Open up a terminal/command prompt in whatever OS you're using, and use the ping command:
ping
www.frameforum.org
You should get something like:
PING frameforum.org (67.210.98.125): 56 data bytes
If you don't get 67.210.98.125, then your ISP's DNS is screwed up ( most likely ), or you have some malware.
