This is what this part of the post makes me think of. The later bit about aero bars is throwing me off, however.
In the past there have been aftermarket add-on brackets going from one one barend to the other.
Scott Drop-In Bars were kinda like that, but didn't go all the way across because back in those days road stems didn't have removable faceplates.
Mostly because the UCI hates new stuff, though.
