If you're not too far from the Glendale/ Burbank area, Griffith Park might be an option. There are numerous hills throughout the park, and while they aren't particularly long, several have a decent grade. Its a public park so expect some vehicular traffic, but if you can get there some morning during the week, road wise, you'll probably have the park to yourself.
