Use electrical tape to hold the housing tight against the bar. I would use it in three or four places on each side of the bar. Then tape your bars over that.
Also, four brake levers on a fixed gear?

didn't read too carefully the first time. you should still use tape, but you might need longer cables and housing now that you've moved the hoods.
