Not really. Lance won 7 TDFs, yes but he didn't win anything else. No Giros, no Vueltas, 4 stage races and 1 classic.
By comparison Contador is one of 5 (along with merckx, anquetil, hinault and gimondi, some
nobodies) to win all three GT's and he's only 28. Also, he's won 11 stage races.
I would say Contador is close to Armstrong on the overall achievements list, and will definitely surpass him unless a superhuman new cyclist appears(ie. hinault/lemond).
