The short answer is yes, the frame could be a size bigger.
The long answer is that it's meant to be a performace hybrid, a flat bar road bike if you will, so the frame is fairly long compared to it's declared size (to be exact, this one is size 48, yet the actual top tube length is 55). If I wanted to use it with flat bars, I'd need a frame at least three sizes bigger; with drop bars, a size bigger would be perfect, but it would still look a bit strange with a lot of spacers and a lot of seatpost sticking out. I bought it used so I couldn't really choose the size; it was a great deal and I just had to have it. With a longer stem and seatpost it fits me very well, since I do have relatively long arms and legs for my height, and I don't mind the weird look.
