Nope, not so easy...but those lugs seem familiar: how about some more close-up shots of the sides of the head lugs, the seatcluster, the BB shell. The only thing that's a distant clue is that Malvern brazed on metal "appliques" in this fashion, but of course theirs were all stars, not lightning bolts. Could be an Australian thing.
