Bulges in tires, cheap fix?

I bought a Trek mountain bike at a yard sale. $15 a steal!

Everything works, but someone kept it inside and the bottom of the tires rotted or warped and forms a wide area of cracks that form bulges in the tires when inflated. It bounces lightly when going down the road

I really don't want to buy new tires for it, so is there any fixes to rid this?

Info:
24" mountain knobby tires
Size of bulges: 5 inch long, 1 1/2 inch wide just under tread but not on side wall.

Could the "Dollar" trick work, without a dollar is best. How about printer paper?
