I don't think that, to this point at least, it's a good deal.

All that you've done to this point is to pay $15.00 to transfer a bicycle shaped piece of trash from the seller's basement to yours. Even if a piece of duct tape inside of the tires prevents them from blowing out, is this a bike that anybody will ever want to ride?

What's missing is vision. If your vision is a bike that you or some family member might want to ride I think that you're going to need a new set of tires. If your vision is to sell it and make a few dollars, new tires will greatly improve it's market value or you can part out and ebay the derailleurs, shifters and brakes.
