I have no idea about the light in the link, but I have used flashlights for several years now, and would recommend something from Shining Beam if you are on a tight budget. His lights have newer and more powerful emitters, so you'll get a brighter light for the same price.

EDIT: I also don't believe the claim of four hours on @ 220 lumens on three AAA batteries. That's simply not possible.
