When USPS signed on to sponsor, one of the stipulations in the contract was that the riders are clean. If Lance wasn't, then he's committed fraud against the US Govt (and therefor us - the taxpayers), and violated the terms of his contract.
Potential fraud against the Fed should always be pursued. Otherwise more companies/individuals will decide that the risk may be worth the reward.
