Not enough information. How heavy are you? how far is it that you need to be? How are the roads?
You do know that you are not supposed to hit potholes. A few of those will wobble just about any wheel. If your local roads are that crappy, running 23c tires is what's wobbling your wheel (not enough cushion). 28c and above will make things better.
I weigh 140ish pounds, I couldn't give you a distance yet, but I'm going to be doing a fair amount of riding on chicago roads. I'm going to be moving there next month, and I plan on not using my car unless I absolutely have to.
